Switch Instant Pot to saute mode. When hot, add oil, onion, garlic. Stir and cook for 5 minutes. Add green pepper, saute for a few more minutes.
Stir in oregano, cumin, red pepper flakes, chipotle powder, bay leaves, balsamic vinegar and maple syrup.
Add (non-soaked) dried black beans and broth.
Close the lid and cook for 35 minutes on high pressure. When done, let the pressure come down naturally.
Remove the lid. Add fresh tomatoes, tomato paste, cilantro, salt and pepper to taste. Cover the lid and let sit for 5-10 minutes before serving.
