  1. Mix together sugar, rice vinegar, orange juice, corn starch, soy sauce, and salt in a small bowl. Set aside.
  2. Heat oil in a wok over medium-high heat. Fry beef in hot oil in small batches for 3 minutes.
  3. Add ginger, garlic, and orange zest to beef in wok. Cook and stir briefly until fragrant. Pour in soy sauce mixture; bring to a boil and add broccoli or cauliflower, Cook until thick and syrupy, about 5 minutes. About a minute from the end, add the scallions.
